In the spirit of continuous improvement and transparency, the District maintains a public dashboard detailing the performance of its schools and listing student achievement, financial, and school environment data. Information on this dashboard is organized into three main tabs - Indicators, Priorities & Objectives, and Planning Process. During the 2022-23 school year, Kirby School District 140 partnered with Hazard, Young, Attea, and Associates (HYA), to develop a strategic plan using a four-phase process that includes conducting research, developing the plan, and identifying and executing implementation steps. The strategic planning process engaged all District stakeholders – including parents, teachers, administrators, staff, students, and community residents – and resulted in a long-term framework for decision-making that builds upon the common values held by the community.

May 19, 2023 - Update
We're excited to share KSD 140's new Strategic Plan with you! It's the result of a great collaboration among parents, teachers, administrators, staff, students, and community members. This plan will guide our decision-making and help us navigate the challenges and changes in education. April 25, 2023 - Update
Staff and community members from District 140’s Strategic Planning Committee were recognized at the April Board of Education meeting. These volunteers met with the District’s administrative team during February and March to analyze data generated by the strategic planning survey, interviews, and focus groups. Guided by the input collected from parents, staff, community members, and students, the committee created a Portrait of a Graduate, mission and vision statements, core values, strategic priorities, and objectives for the District. Thank you for helping us create a shared future vision for the District!
A Strategic Plan report for the District will be shared at the May Board of Education meeting, with implementation set to begin during the 2023-24 school year.
March 20, 2023 - Update
D140 had over 2,600 responses to our recent Strategic Planning survey. We heard from all stakeholders, including employees, parents, students, and community members. The involvement of stakeholders from every corner of the community allows us to develop a long-term framework for decision-making that builds upon the common values held by our community. The response rate was quite impressive. Thank you.
Work sessions with our Strategic Plan Committee are ongoing and focused on developing the District’s mission, vision, core values, strategic priorities, and objectives. A Strategic Plan report for the District will be shared at the May Board of Education meeting, with implementation set to begin during the 2023-24 school year.
February 22, 2023 - Reminder … D140’s Strategic Planning Survey Closes February 22!

The District is conducting a strategic planning process to identify a shared vision for our future. The process includes an online survey of parents, staff, community members, and students.

February 8, 2023 - District 140 Conducting Districtwide Survey as Part of Strategic Planning Process
As part of its strategic planning process launched in January, District 140 is conducting a districtwide survey from February 8 - 22, 2023. The survey is open to employees, parents, students, and community members without students in the District. Involvement of the entire community is important to the long-term framework for decision-making that builds upon the common values held by the District 140 community.
“Effective education of students requires a commitment from our entire community, and we are excited about this inclusive strategic planning process that gives all our stakeholders an opportunity to participate,” said Dr. Dan Callaghan, Superintendent. “I encourage our community to take advantage of this opportunity to help form the future direction of our schools.”
The Strategic Plan Survey link will be open from February 8 - 22, 2023. The survey offers individuals an opportunity to answer questions about their perceptions of the schools and their vision for the future of the community’s schools. The link will take participants to a third-party website, and all responses will remain anonymous.
Hazard, Young, Attea, and Associates (HYA), an independent research firm, is conducting the online survey. They will analyze responses and prepare a Strategic Plan report for the District to share with the community in May 2023. HYA has over 35 years of experience helping educational organizations across the nation chart a course for the future.
January 18, 2023 - District 140 Launches Strategic Planning Process to Determine Future Direction
Among the District’s top priorities is the development of a strategic plan. This plan will include a common vision for the District and identify the direction for the future of our schools.
District 140 is partnering with Hazard, Young, Attea, and Associates (HYA), to develop this strategic plan using a four-phase process that includes conducting research, developing the plan, and identifying and executing implementation steps.
- The first phase focuses on documenting the current state and desired future position of our school district.
- The second phase is the creation of a framework for broad direction and priorities for the future outlined in a formal strategic plan document.
- The final two phases involve the identification of specific steps that will be taken to implement and execute the identified objectives in the strategic plan.
During the first phase, HYA will conduct Board interviews and focus groups with students, parents, employees, and community members across all corners of the District. Next, they will administer an online survey to collect additional input from our stakeholders about the direction of the District. The online survey will be made available during the month of February.
The involvement of stakeholders from every corner of the community will result in a long-term framework for decision-making that builds upon the common values held by the community. Completion of the process is set for the fall of the 2023-24 school year.
